The WV Division of Administrative Services, Justice and Community Services Section serves as West Virginia’s criminal justice planning agency. In 1966, the Governor’s Committee on Crime, Delinquency and Correction was created by executive order 7-A 66, and requested to develop a comprehensive plan that would direct efforts to improve the state’s criminal justice system. As a result, the West Virginia Justice and Community Services (JCS) was created as the statewide planning agency dedicated to the improvement of the state’s criminal justice system. Senate Bill 357, 2019 Regular Session, abolished the Division of Justice and Community Services, transferring its employees and functions to the Division of Administrative Services effective 90 days from passage.
