​Letters is​​​​sued by State Budget Office to establish new per diem rates:​

WV Code 15A-3-16 (g) requires the Director of the State Budget Office to calculate annually the cost per day for inmates incarcerated in a jail facility under the jurisdiction of the Commissioner of the Division of Corrections and Rehabilitation.
