The Homeland Security State Administrative Agency (HSSAA) prepares the applications and manages the state’s awards for the Homeland Security Grant Program (HSGP), the Nonprofit Security Grant Program (NSGP), the Emergency Management Performance Grant (EMPG), the State and Local Cybersecurity Grant Program (SLCGP) and other federal grant awards.
FEMA Preparedness Grants
Preparedness grants support our citizens and first responders to ensure we work together as a nation to build, sustain and improve our capability to prepare for, protect against, respond to, recover from and mitigate terrorism and other high-consequence disasters and emergencies.

The Emergency Management Performance Grant (EMPG) provides state, local, tribal, and territorial emergency management agencies with the resources required for implementation of the National Preparedness System and works towards the National Preparedness Goal of a secure and resilient nation.

The Homeland Security Grant Program (HSGP) includes a suite of risk-based grants to assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats. This program is part of the State Homeland Security Program (SHSP).
- The State and Local Cybersecurity Grant Program (SLCGP) provides funding to address cybersecurity risks and threats to information systems owned or operated by state and local governments.
